I doubt it is SATA 3. Besides most normal hard drives don't even saturate SATA 1 speeds, even with a SATA 3 drive unless you are copying data 24/7 normal usage won't saturate SATA 2.
I didn't see USB 3.0 as an option, Dell may add it in later.

I am almost certain that they do. It says in the specs that it has a HM67 Intel chipset, which, according to this page, has support for SATA 6gb/s. It is possible, however, that Dell decided not to include this feature, like Apple did with USB 3, but that would be incredibly stupid and pointless (but then, it is Dell so I wouldn't be too surprised).

Yes the chipset supports SATA 3 but not every manufacturer has to support it.

That is true, though I see no reason why they wouldn't incorporate it if it's already supported. Though, ultimately, like you said, even the absurdly fast Vertex 3 (which I am also looking into buying) would have difficulty saturating an SATA II cable, so it's not a huge deal unless you're doing some serious work.
