Is there any difference with where you get it from? Do the people who get it from the HiRez website play with people from steam?

There is no difference between the two methods regarding gameplay. However, whenever there is a patch for GA, the Steam client usually has a larger patch size because it can't edit files (it complete replaces the file, even if only one line was changed).

I wouldn't really consider Global Agenda an MMO. It's more like TF2 with jetpacks and some instanced PvE.
I don't think GA was ever truly a P2P game. It was a one time purchase for most of the game with some of the MMO features available with an additional sub. http://massively.joystiq.com/2009/10...global-agenda/
Also I don't think anyone would consider LOTR:O a fail MMO.
